Frank Whyte isn't a consumer activist: He became the oft-quoted "business travel expert" and Road Warrior's Digest columnist because of his job as a corporate trainer.   He logs a lot of miles.

His concern about rental car safety began when he was issued a defective rental car in El Paso, Texas in November of 2002.

"That car could have killed me, but I was lucky," Whyte says.

That rental car experience caused Whyte to realize that there is no oversight over rental cars.

Nobody's looking at rental cars to make sure the brakes work, the steering column is bolted together, or the tires will hold-up past 45 MPH.

In the PlanetFeedback consumer web site, you'll find consumer testimonials entitled "rent-a-death-trap," "car not properly maintained," and "car rental from hell."

Rental cars can be abject deathtraps, and nobody seems to care.

Rental cars are the only component of tourist and business travel that involves no regulatory oversight.   Rental cars are the untamed wilderness of the transportation industry.
